Only two cups of coffee

Apparently there are some restrictions going on in parts of Sweden regarding the elderly care. The old men and women are only allowed to drink two cups of coffee per day. How stupid isn't that? Its their last years of life, and they can't have has much coffee as they like? Give me the address to this place and I'll personally drive down with 20 kg of coffee so the grandmas and grandpas can smile again.
